The Cargo Ship Safety Radio Certificate is required for cargo ships of 300 tons and greater on an international voyage. Under 300 tons the vessel does not need or qualify for the certificate. However, the vessel complies with the requirements of SOLAS Chapters III and IV.

CSSCC –– Not Required – The Cargo Ship Safety Construction Certificate is required by SOLAS regulation 10 is limited to cargo ships of 500 tons and greater (SOLAS Chapter 1, Regulation 3 (ii)). Thus in addition to not being required, a CSSCC is not given to a vessel under 500 tons.

Minimum Safe Manning Not Required. SOLAS 1989 Amendments Reg V/13(b) requires a safe manning document for every ship to which Chapter I applies. All the TDI-BI vessels are below 300 tons, and thus excluded from this requirement as they fall below the 500 ton threshold for cargo ships on international voyages as set forth in SOLAS Chapter I. In addition, all vessels are uninspected ORVs under 300 tons for which the USCG does not require or issue Safe Manning Documents (which are specified in the COI for Inspected Vessels). As a courtesy the USCG has issued a letter confirming the owner’s responsibility and determination of what constitutes the minimum safe manning level of the vessel, attached.

Cargo Ship Safety Equipment Certificate

Not Required – The Cargo Ship Safety Equipment Certificate is issued to every cargo ship of 500 tons and above which complies with applicable Chapters II-1 and II-2. Chapter II is not applicable as the vessel is under 300 tons and built before the construction threshold of July 1986. Thus in addition to not being required, a CSSEC is not given to a vessel under 500 tons.
