TDI-Brooks Earns New
Jersey DEP Certification for PAHs
AWARD OF The Office of Quality Assurance (OQA) of the NEW
JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION (NJDEP) has
certified our analytical laboratory (B&B
Laboratories, Inc.) for the analysis of sediments (or
SCM, Solid and Chemical Materials) for Alkylated PAHs. The
Office of Quality Assurance (OQA) offers certification for
environmental testing laboratories to ensure that regulatory
decisions made by federal, state, and municipal government
agencies are based upon accurate and dependable analytical
data (http://www.nj.gov/dep/oqa/labcert.html).
The OQA certifies laboratories in 36 states, Canada and overseas.
The OQA also administers the Department's Quality Assurance
Program. It has the responsibility to ensure that environmental
data are generated, compiled and reviewed using specific QA/QC
procedures. These procedures help to ensure that data are
of documented quality and suitable for its intended use. These
QA/QC requirements are based on Title 40 Code of Federal Regulations
Parts 31 and 35, which list general and specific requirements
for a state's environmental program and acceptable quality
assurance for federally funded programs.
The OQA offers New Jersey certification through its own state
program, referred to as the Environmental Laboratory Certification
Program (ELCP). The rules for administering the New Jersey
program are detailed in N.J.A.C. 7:18 (as amended October

Certification is provided through a formal process of application,
audit and approval of a laboratories' quality system. Certification
must be renewed annually. A laboratory is eligible to become
a certified environmental laboratory only if it completes
the application requirements at N.J.A.C. 7:18-2.5, and demonstrates
through the process set forth within this subchapter that
it complies with the requirements in N.J.A.C. 7:18-2.6(a).
The audit is a rigorous on-site evaluation of the laboratory
and its processes to determine the laboratory's level of analytical
control.
If the NJDEP determines that an applicant satisfies the requirements,
it issues the applicant a certificate
and an Annual Certified
Parameter List (ACLP) showing the parameters, techniques,
method references, and corresponding methods for which the
applicant is certified. The NJDEP's annual certification period
begins on July 1 of each year, and ends on the following June
30. A certification and an Annual Certified Parameter List
expire at the end of the annual certification period for which
they are issued, unless they are renewed in accordance with
N.J.A.C. 7:18-2.7.
